Charges

On this page you'll find current and archived charging documents in relation to our stakeholder consultations in how we enact Ofwat's new charging rules.

Please note that all charges published exclude VAT. VAT will be added, if applicable, at the appropriate rate.

We have put together below some other useful information you might need.

Validity of quotes

The cost advice will remain valid either for the duration of 6 months or until the 31st March, whichever comes first.

Your connection must be completed by the 31st March to secure the cost advice as our charges are reviewed annually and come into effect from 1st April each year. Please remember, making payment does not secure the cost advice.

Should you require a requote after the 1st April, you will incur additional charges, including a requote and redesign fee along with any charges increase that comes into effect.

Please be aware that your quote won't automatically update from 1st of April and will become invalid. If you choose to proceed after then, you’ll need to contact us to request a re-quote - which will be based on our 2025-26 charges. We will complete any requote or resurvey within 28 calendar days of your request. Visit our Charges Update page for further information.

Charging Regimes

There are now four different charging regimes and we have decided to simplify our approach to transitions between these regimes in the following ways:

Income offset discounts will now only be given where there are legacy contractual obligations requiring us to do so.

Where developers choose an actual cost calculation or an item is detailed as “at cost”, there is no transitional element to consider. Charges are calculated simply by reference to the cost of the activity at the time the activity was carried out.

Where developers choose a fixed charge calculation, the fixed charges in an offer letter accepted within the same charging year will be honoured but offers will be deemed to have lapsed on 31st March each year.

Infrastructure charges published for the charging year in which the connection was made will be applied. An exception would be where an offer for a free standing connection application has been accepted in a previous year.

VAT Information

VAT Domestic Reverse Charge

HM Revenue & Customs (HMRC) introduced a requirement on 1 March 2021 which affects supplies of construction services made between construction businesses. This is called the domestic reverse charge for construction services.

HMRC have accepted that this requirement doesn't apply to our new connection charging arrangements as the income relates to alterations to our networks, which are used to provide clean and wastewater services to our customers.

Consequently our quotations and invoices for charges will remain subject to VAT, when applicable, in the normal manner. They do not fall within the scope of the reverse charge arrangements.
